The Cistern is above-ground and composed of six, stacked concrete rings.

In 2016, the cistern was relined because it had begun to leak.Water from this cistern is used to water various gardens in the Voelcker Farmstead Historic District.

The Windmill (windpump) was mounted atop a steel-frame lattice tower with a metal ladder. The windmill appears to have once been situated on a square concrete foundation located next to the extant cistern. [At the time the National Register of Historic Places Registration Form was completed, it was] collapsed and [was] missing its tail, vane and wheel."
